Introduction
A Comprehensive Plan serves as the Village’s long-range roadmap for managing growth, preserving community character, prioritizing public investments, and guiding decision-making on issues such as land use, housing, transportation, economic development, parks, and infrastructure. Rather than focusing only on immediate needs, a comprehensive plan helps a community establish a shared vision for its future and identify the policies and actions needed to achieve it.
The American Planning Association (APA) describes the comprehensive plan as the primary vehicle for guiding community development and helping communities evaluate options, build consensus, and move toward a better future. By engaging residents, businesses, community organizations, and elected officials in the planning process, the Village can make informed decisions that protect its strengths, address emerging challenges, and enhance quality of life for current and future generations.
