and driving up your bill. Here are some simple ways to look for slow leaks.
- Make sure all water fixtures are off.
- Note the numbers on your meter.
- Don’t use any water for 30 minutes. Read the meter again.
- Compare the readings. If the number remains the same – no leaks. If they differ, you likely have one.
- To find the leak, start with the toilets. Turn off water going to your toilets and repeat the above steps.
- If the two meter readings match, one of your toilets is likely leaking. If the numbers don’t match, your leak is somewhere else. Check indoor and outdoor faucets, hoses, outdoor systems and appliances.
- Dry all exterior surfaces of the toilet.
- Remove the tank lid.
- Flush.
- Add a teaspoon of food coloring to the tank.
- Don’t flush.
- After an hour, check the bowl for traces of the dye. If you see color, your toilet is leaking. A mechanism inside likely needs to be adjusted or repaired.
- Check toilets, appliances, faucets and pipes for hidden leaks and make repairs.
- Insulate water pipes to get hot water faster.
- Install water-efficient shower heads and low-flow faucet aerators.
- Take shorter showers.
- Turn off faucet while brushing teeth, shaving, washing dishes by hand and cleaning vegetables.
- Only run dishwasher and washing machine with full loads.
Rates and Fees
Fairport Harbor Water is a 100% publicly owned utility. Unlike investor-owned water systems, every dollar collected through water rates is reinvested directly into the local water system. These rates directly support the necessary infrastructure investments and service improvements that make it possible for us to deliver safe, reliable water when and where you need it. This includes purchasing bulk treated water from the City of Painesville, funding water main replacement projects, and installing smart meters in homes and businesses throughout the service area.
Fairport Harbor Water rates have two components:
- A fixed charge, based on your service type (residential or non-residential) - called a "Base Rate"
- A consumption charge, based on how much water you use - called a "Usage Rate"
Water consumption is measured and billed in hundreds of cubic feet (CCF). One CCF equals 100 cubic feet of water, or approximately 748 gallons. Your water meter measures the total volume of water used at your property, and consumption charges are calculated based on the number of CCFs used during the billing period.
This rate structure ensures that customers pay for the amount of water they consume while also supporting the ongoing operation, maintenance, and improvement of the Village's water system.
Water Rate Forecast
Beginning in 2026, the Village will maintain a Five-Year Water Rate Forecast as part of its long-term financial planning process. The forecast provides a multi-year view of the Water Enterprise Fund, allowing Village officials to evaluate projected revenues, operating expenses, capital improvement costs, debt obligations, and reserve balances.
By looking ahead five years, the Village can better anticipate future infrastructure needs, monitor the financial health of the water system, and make informed decisions regarding water rates and capital investments. The forecast also helps ensure that revenues remain sufficient to support ongoing operations, maintenance, and system improvements while minimizing unexpected rate adjustments.
As a community-owned utility, long-term financial planning is essential to maintaining a safe, reliable, and financially sustainable water system for current and future customers.
